WebNot sure if you checked, but you absolutely cannot have NV textures while in the Capital Wasteland. If you're FO3, enable FO3 textures; Mojave, Mojave textures. Having the wrong textures enabled leads to them bring applied in all the wrong places. Mod Organizer 2 makes this a breeze if you're not already using it.
